What is the project?

The Department of Biodiversity, Conservation and Attractions (DBCA), is developing the Windan-Guildford Locality Plan, working in partnership with City of Bayswater, City of Belmont, City of Swan, City of Vincent and Town of Bassendean, to provide guidance for future land management and planning of the foreshores along this significant stretch of the Derbal Yirragan (Swan River).

This stretch of river between Windan Bridge and Guildford serves as Perth's major east-west biodiversity corridor and holds deep meaning for Whadjuk Noongar people. The Windan-Guildford Locality Plan will play an important role in guiding how we protect and enhance this river area, while ensuring it continues to serve our growing communities for generations to come.

Get Involved

The initial phase of engagement has now closed. Over 260 community members contributed to the consultation both in-person and online.

The general sentiment shared was that the community enjoyed being able to access the river and appreciate the natural environment. The key priorities identified from the consultation were:

  • Facilitating ongoing access along the river foreshore for pedestrians and cyclists.
  • Revegetate and increase tree planting throughout the study area to increase habitat.
  • Enable some activity in areas, particularly at key nodes, however keep them relatively low impact.

The feedback shared throughout the consultation will be used to inform the development of the draft Locality Plan. It is anticipated that the draft Locality Plan will be available for public comment in late 2026.

May 2026 update

Since the preliminary consultation closed in late 2025, the project team have been developing the draft Locality Plan taking into consideration community and stakeholder feedback, as well as technical inputs.

A fundamental component of the Locality Plan is recognising and protecting the deep cultural significance of the Derbal Yirragan (Swan River) to the Whadjuk Noongar people. The Department of Biodiversity, Conservation and Attractions is engaging with the Whadjuk Aboriginal Corporation to seek their input into the plan.

Engagement with the Whadjuk Aboriginal Corporation will continue over the next couple of months, prior to finalisation of the draft Locality Plan.

Once the draft Locality Plan is finalised, it will be advertised for public comment. This is anticipated to occur in late 2026.
